Please read these Terms of Service (“Terms”) carefully before accessing or using any Services on Skins.com. By creating an account or using any part of the Service, You agree to be bound by these Terms and also that you are aware of the content of this Privacy Policy.
Definitions
You, User – any individual (natural person) who is at least 18 years old (or the age of majority in his/her jurisdiction) and who intends to use or use the Services on Skins.com. Users may act as:
Buyers — when they are purchasing digital items from Vilnius IT Solutions
Suppliers — when they are selling digital items from Vilnius IT Solutions
We, Us - two companies working together and providing Services to the User:
1) 99 HP Tech Limited, Unit 2A, 17/F Glenealy Tower, No.1 Glenealy Central, Hong Kong SAR, Registration No: 78013908 (99 HP Tech) and
2) Vilnius IT Solutions UAB, Ateities g. 31B -101, LT-06326 Vilnius, Lithuania, Registration No: 304988128 (Vilnius IT Solutions)
Skins.com - a digital marketplace operating at the URL skins.com, where Users can sell or buy digital in-game items, which are currently CSGO and CS2 skins only. Adding new games or new types of in-game items does not require any changes to these Terms.
Services – all legal and factual activities performed by Us on behalf of Users through Skins.com, which aim at or constitute the performance of contracts for the purchase or sale of digital in-game items from or to Users.
1. The Services
1.1 Nature of the Services
Skins.com is not a peer-to-peer marketplace, which means that Users do not enter into legal agreements with each other and do not sell items directly to other Users.
We operate a digital marketplace Skins.com where part of our Services provided to User is provided jointly by Us and part of Services is provided by 99 HP Tech only or by Vilnius IT Solutions only. On Skins.com:
We facilitate listing, pricing, and delivery to User of digital in-game items
Suppliers provide eligible digital items which Vilnius IT Solutions may purchases from Suppliers
Vilnius IT Solutions may sell these items to Buyers in its own name
Vilnius IT Solutions is solely responsible for maintaining User’s balance, payouts to Suppliers, calculating and remitting applicable taxes (including VAT), handling chargebacks, refunds, and transaction-related disputes
99 HP Tech provides to Users the platform technology, user interface, operational infrastructure. platform operations, security and compliance oversight. 99 HP Tech does not receive any User funds. 99 HP Tech do not buy or sell anything from or to Users.
1.2 User’s balance
Each User has an account balance. The balance is in USD only. Displaying balances in other FIAT currencies is possible, but this does not mean currency exchange.
The balance is increased by:
1) depositing FIAT currencies or cryptocurrencies by User or
2) by selling digital items to Vilnius IT Solutions. If deposit is done in other than USD currency or cryptocurrency the appropriate exchange rate is used, disclosed to the User before making the deposit.
The balance is reduced by:
1) using it to purchase digital items from Vilnius IT Solutions,
2) through deducted fees,
3) through payouts to the Supplier. Balances cannot be transferred, assigned, or sent to other Users.
Balance is not a payment account, e-money, or any other form of financial service. Balances are not safeguarded, segregated, insured, or held in trust. They do not constitute custodial or financial services. We do not act as a payment service provider or other financial institution.
The legal nature of the funds held in balance is a debt owed by Vilnius IT Solutions to the User. Which in case of:
- funds from deposits is like a prepaid debt that will be used for purchases on the Skins.com marketplace
- funds in the balance originating from the sale of digital items to Vilnius IT Solutions, this is a debt resulting from the deferred payment of funds due to the Supplier.
Each type of this debt is redeemed in one of three ways:
1) purchase of a digital item from Vilnius IT Solutions,
2) payment of fees owed to Us for Services, or
3) payout to the Supplier.
VAT applies to the sale of digital items by Vilnius IT Solutions only, not to Buyers’ deposits or Suppliers’ payouts. Instant deposits do not constitute credit, lending, or an advance of funds.
1.3 Platform Operator
All content, branding, and platform technology are owned by 99 HP Tech or its licensors. This means that 99 HP Tech owns or is licensee of all intellectual property rights that collectively constitute the Skins.com, i.e., it owns the copyrights to texts and graphics, trademarks, software, internet domain etc. In addition, it provides Users with the technology infrastructure and ensures the uninterrupted technical operation of Skins.com, and oversees compliance.
2. Eligibility & Account Registration
2.1. To use Our Services on Skins.com You must:
be at least 18 years old (or the age of majority in Your jurisdiction)
provide accurate and complete registration information
maintain the security of Your account credentials
We may restrict or terminate Users’ based on compliance requirements, fraud risk, local laws and regulations.
2.2. If You act as a Supplier You may be required to complete identity verification (KYC) before receiving any payouts.
No later than during the first sale of digital items Suppliers must classify themselves as Individuals (Non-Entrepreneurs), or Businesses (Entrepreneurs) This information is required for:
DAC7 reporting
AML/KYC compliance
income-tax reporting obligations
This classification does not affect VAT on the sale, which is handled exclusively by Vilnius IT Solutions.
Supplier classification is self‑declared, and Suppliers are solely responsible for the accuracy of the information provided for DAC7, AML/KYC, and tax reporting purposes.
2.3. Inactive Inventory
In cases where the User has intellectual property rights to an item, User grants Us a limited, non‑exclusive license to display item listings and related content. This does not constitute custody or safekeeping of digital items.
If a Supplier has no activity for 12 months, Skins.com may:
list the items in User’s inventory for sale at market price, or
delete the item if sale is not possible
Suppliers will be notified at least 28 days in advance.
2.4. Instant deposits
We support instant deposits requests for eligible Users. “Instant” refers to accelerated processing initiated immediately, but actual settlement times may vary based on:
payment service provider
verification status
fraud-prevention checks
operational factors
Instant deposits do not create any obligation for Us to advance funds before settlement from the payment service provider. Instant processing is not guaranteed and may be delayed, refunded, or reversed.
2.5. Geographical Restrictions
The service is expressly unavailable in certain territories, including but not limited to:
Afghanistan, Algeria, Angola, Bangladesh, Bolivia, Burkina Faso, Burundi, Cambodia, Cameroon, Central African Republic, Chad, Colombia, Democratic Republic of Congo, Congo, Cote d'Ivoire, Egypt, Eritrea, Ethiopia, Gambia, Guinea, Guinea Bissau, Haiti, Venezuela, Indonesia, Iran, Iraq, Zimbabwe.
3. Transactions
3.1. Supplying digital items
Suppliers may list eligible digital items on Skins.com. By listing an item, Supplier:
declare and warrant that have full rights to control and sell this item
acknowledge that We may reject, remove, or modify listings.
If there is a potential Buyer interested in purchasing this specific item, then Vilnius IT Solutions purchases the listed item from the Supplier at the price disclosed in the listing. Immediately after the purchase, the Supplier's balance is increased. Vilnius IT Solutions bears all financial and chargeback liability arising from Buyer purchases. Suppliers are not responsible for Buyer payment failures or chargebacks.
3.2. Purchases
Buyer purchases items always from Vilnius IT Solutions
Depending on jurisdiction prices may be VAT-inclusive
We may cancel or refund transactions suspected of fraud, money laundering or other financial crime, or any law or regulations violations.
3.3. Delivery of Digital Items
We are responsible for ensuring delivery of purchased digital items to the Buyer’s designated account.
Delivery is considered complete once the item appears in the Buyer’s account and Buyer balance is deducted for the price of the item.
We are not liable for delays by third-party platforms (e.g., Steam) or User error. Users are responsible for maintaining access to their Steam account and ensuring that their account is eligible to receive digital items.
4. Payouts
4.1 Payouts Period
Supplier payouts are made 7 days after successful delivery of the digital item to the Buyer. This settlement period allows Us to:
complete fraud and risk checks
confirm delivery
manage potential chargebacks or disputes
We may apply longer settlement periods or reserves for high-value items, new accounts, suspected fraud, or regulatory requirements. Payouts may also be delayed if delivery is disputed, reversed, or affected by third‑party platform issues (e.g., Steam API delays).
4.2 Instant Payout Requests
We support instant payout requests for eligible Users. “Instant” refers to accelerated processing initiated immediately, but actual settlement times may vary based on:
payment service provider
verification status
fraud-prevention checks
operational factors
Instant processing is not guaranteed and may be delayed, refunded, or reversed.
4.3 Nature of payouts
Payouts are repayment of debt to the Supplier for items purchased earlier by Vilnius IT Solutions. They are not:
escrowed funds
custodial balances
User-owned funds held by Us
Instant payout requests do not constitute credit, lending, or an advance of funds.
5. Fees & Pricing
We may charge platform fees, service fees, or other charges as they are displayed at checkout. All fees are payable to Us but deducted from transaction amounts or balances only by Vilnius IT Solutions.
Prices may include VAT or other applicable taxes depending on jurisdiction of the User.
Fees changes are made in the same way as changes of these Terms.
Refunds, where applicable, are issued only to the original payment method used for the deposit.
For the avoidance of doubt, We would like to point out that 99 HP Tech does not perform any services for Users free of charge, but its entire remuneration for running the technical part of Skins.com is covered by Vilnius IT Solution on the basis of a separate agreement.
6. Prohibited Conduct
You may not:
engage in fraud, money laundering or any other crime or deceptive conduct
list or supply stolen, hacked, or illicitly obtained items
circumvent geo-restrictions or verification processes
abuse payment methods, including chargeback abuse or fraudulent refund claims
interfere with platform operations
use Skins.com for speculative trading, arbitrage, or financial‑gain schemes unrelated to the purchase or sale of digital items
service bots, scrapers, or automation tools
violate third-party platform rules (e.g., Steam)
Violations may result in account suspension, cancellation of transactions, or legal action.
7. Disputes & Refunds
7.1 Buyer Disputes
Buyers must report issues within the 7 days since transaction. Vilnius IT Solutions handles all refunds, chargebacks etc. Users must cooperate with any fraud, chargeback, or risk investigation, including providing requested information or documentation.
7.2 Supplier Disputes
Suppliers may dispute payout decisions by contacting support. Vilnius IT Solutions handles all refunds, chargebacks etc.
7.3 Resolution
We may reverse transactions, issue refunds, or take other actions as necessary.
8. Third-Party Services
We integrate Skins.com with third-party platforms such as Steam and identity verification providers.
Third‑party outages, API limitations, or policy changes (including Steam) may affect delivery, payouts, or availability of Services. We are not responsible for outages, policy changes, or actions taken by third-party services.
9. Service Availability & Modifications
We may modify, suspend, or discontinue any part of the service at any time. To the maximum extent permitted by law We are not liable for unavailability or interruptions, except repaying all due debts shown in Users’ balances. Service interruptions may also result from third‑party platform outages, payment provider issues, or identity verification provider downtime.
10. Limitation of Liability
10.1. To the maximum extent permitted by law We are not liable for:
indirect or consequential damages
loss of profits, data, or business
third-party platform failures
User misconduct
10.2. To the maximum extent permitted by law Our total liability is limited to the greater of USD $100 or the fees paid in the preceding 12 months. This does not apply to all due debts shown in Users’ balances.
11. Indemnification
You agree to indemnify Us against claims arising from:
Your breach of these Terms, laws or regulations
Your fraudulent or unlawful activity
Your violation of third-party rights
Misuse of Your Steam account or failure to maintain its security or eligibility
12. Governing Law
Governing laws will be the laws of the Republic of Lithuania except platform technical operations which is governed by laws of Hong Kong SAR.
13. Changes to These Terms
We may update these Terms at any time. The new version of the Terms will take effect 28 days after the date on which we notified you of the change. If you do not agree with the new Terms or Pricing, you may close your Skins.com account without penalty during this 28-day period. Continued Service of Skins.com after changes constitutes acceptance.
